This Monday, October 31, Tortuga will be open starting at noon to prepare for the evening festivities. Come check out Santiago's unique installation of cut-outs and get your costume ready for the contest. The lucky winner will receive "Carrot Top". One night art raffle, for a Buddha cut-out and just lots of fun.
